Regions that cover a larger geographic area may be challenged to produce an accurate point in time homeless count given the limitation of volunteers and the sheer amount of territory to be covered in a short period of time. To address this, Simtech Solutions engaged the services of statistician Dan Treglia, PhD, to develop and deploy a "geographic sampling and enumeration" approach to produce reliable count estimates without having to canvas an entire area.

HUD has recently endorsed this approach through the creation of sampling and enumeration guidance, as well as supporting tools, which are available here. The image below demonstrates how the Regional Command Center can be used to automate similar steps as what is articulated within the HUD guidance. Simtech's Methodology Guide for Geographic Sampling and Enumeration provides a step-by-step overview of the process that several regions around the US are using to improve the accuracy of their annual homeless count.
